Monroe helped Good Counsel to the Maryland Private School title in 1998. He was a Street & Smith's honorable mention All-America and was named MVP of the Charlie Webber Invitational in `99... also an All-County player as a sophomore and a junior as selected by the Montgomery County Journal and honorable mention All-Metro by the Washington Post in 1998. Monroe competed for the gold medal winning East team at the 1998 USA Basketball Men's Youth Development Camp at the U.S. Training Center in Colorado Springs, CO, in the summer of `99... had already played two games at Smith Center where Good Counsel split a pair of showdowns with local powerhouse DeMatha in 1999.
